The CPUC approved Decision 14-05-016, which adopts rules that provide access to energy usage and usage related data to local government entities, researchers, and state and federal agencies when such access is consistent with state law and California Public Utilities Commission (Commission or CPUC) procedures that protect the privacy of consumer data. The decision directs SCE to:

  1. Provide covered and personally identifiable customer data to nonprofit educational institutions for research purposes as long as the institutions requesting data conform to specific processes. Local governments will be provided aggregated data reports on a monthly, quarterly, and yearly basis. A Data Request Transaction Log will display a high-level summary of these requests.
  2. Post Quarterly aggregated data reports of all SCE territory customer data by zip code and customer class (Residential, Commercial, Industrial, and Agriculture).
  3. Provide a list of data categories and examples of data elements that are commonly requested

Third Party Data Request Catalog:

SCE publishes a log of customer energy usage data requests made by third parties. All requests made by third parties based on CPUC 14-05-16, including the name of the third party and the final disposition of the request, can be found here.

Energy Data Access Committee (EDAC)

The Committee can provide advice regarding a utility’s protocol for reviewing data requests, can act as an informal body to review disputes between a utility and a requestor, and can act as an on-going body to discuss and review changes in protocols in response to changing technological abilities.
