In accordance with Section 5.16(c) of the Federal Energy Regulatory Commission (FERC) regulations, Southern California Edison (SCE) filed a Draft License Application (DLA) for the Kern River No. 3 (KR3) Hydroelectric Project (P-2290) on July 1, 2024. The public portions of the DLA are provided below under Relicensing Documents. Public comments on the DLA must be filed with FERC within 90 days (by October 1, 2024).

To file a comment on the DLA, refer to the instructions on FERC’s website here. For comments up to 6,000 characters follow the online instructions using the eComment system. For longer comments, follow the instructions under the eFiling system. All filings must clearly identify the following on the first page: Kern River No. 3 Hydroelectric Project (P-2290-122). For additional assistance, please contact FERC Online Support (FERCOnlineSupport@ferc.gov) or toll free at 1-866-208-3676.

SCE is also continuing data collection as part of the study implementation phase of the relicensing process. Please use this page to find out how to get involved and stay up to date. Note, use this updated link to access the North Fork Kern River Preliminary Flow Information Website.

To receive timely and direct communication from FERC regarding all filings associated with the KR3 Project (Docket No. P-2290), follow the directions to register for an “eSubscription” at https://www.ferc.gov/docs-filing/esubscription.asp.

As outlined in the resource study plans (refer to the Relicensing Document section below for more information), SCE is seeking public participation to gather additional information related to recreation use in the Project area. Thank you in advance for your participation.

Technical Working Groups (TWGs) Meetings

The TWG process is open to all interested parties including public agencies, Native American tribes, and not-for-profit organizations, as well as individuals. Participants are expected to make a significant time commitment to prepare for and attend meetings, review documents, and provide technical input to SCE and its consultants on methods, analysis, and interpretation in a timely fashion. In light of this time commitment, it is expected that the TWG process will attract a relatively small number of subject matter experts. SCE also intends to continue providing information about the ongoing relicensing via this website.

Until further notice, all meetings will be held virtually via Microsoft Teams (see Links to Teams for each meeting). Meeting log-in, agendas, and other relevant materials will be posted on this website prior to the meeting.
