2024 SCE CPE Local RA RFO

Background

Southern California Edison Company (“SCE”), acting as the Central Procurement Entity (“SCE CPE”) for its distribution service area, is launching the the 2024 Central Procurement Entity Local Resource Adequacy Request for Offers (“2024 SCE CPE Local RA RFO”) seeking offers to procure multi-year Local Resource Adequacy (“Local RA”) to meet the requirements of California Public Utilities Commission (“CPUC”) Decisions (“D.”) 20-06-002, 20-12-006, 22-03-034 and 23-06-029, the Central Procurement Entity (“CPE”) Decisions.

SCE CPE will procure Local RA for the Los Angeles Basin (“LAB”) and Big Creek-Ventura (“BCV”) local areas in SCE’s distribution service area for delivery periods starting January 1, 2025 with a preference for delivery periods from January 1, 2025 to December 31, 2027. All procurement conducted by SCE CPE is separate and distinct from procurement conducted by SCE for SCE’s bundled electric service customers.

Compensated ProductsDescription
Local RA Capacity (“RA-Only”)Local RA Capacity with all RA attributes (local, system, and if applicable, flex) from generators with an NQC
Financial Settled Tolling Product with Local RA Capacity

Financially Settled Tolling agreement with generation which will include an energy settlement calculation. SCE will not serve as the scheduling coordinator and will have no dispatch rights. SCE CPE will consider only the following resource types for financially settled tolling product:

  • Gas Fired Generation (GFG)
  • In Front of the Meter Energy Storage (IFOM ES)
  • Combined Heat and Power (CHP)
Self-Show Local RA ResourceLSEs Self-Show local RA Capacity to the CPE from certain preferred, energy storage, and hybrid resources for a premium. LSEs retain system and flexible RA Capacity from any Self-Shown resource.

 

Non-Compensated ProductsDescription
Self-Show Local RA ResourceLSEs Self-Show local RA Capacity to the CPE for no compensation. LSEs retain system and flexible RA Capacity from any Self-Shown resource.
