Coolwater-Lugo Transmission Project (formerly South of Kramer)

Apple Valley, Barstow, Daggett, Hesperia, Lucerne Valley

• Transmission Line – Construction of approximately 65-75 miles of new high-voltage transmission lines from SCE’s Coolwater Substation in Daggett, towards SCE’s future Jasper Substation in Lucerne Valley (a separate project), and ending at SCE’s Lugo Substation in Hesperia.
• Substation – Construction of the new Desert View Substation southeast of Apple Valley.
  Substation will initially be constructed as a 220 kV switchyard.
• Substation Upgrade – Installation of new electrical facilities at Coolwater Substation and Lugo Substation.
• Telecommunication Facilities – Construction of approximately 35 miles of new telecommunications cable on new and existing poles between SCE’s Gale Substation in Daggett and SCE’s Pisgah Substation near Newberry Springs and approximately eleven miles between SCE’s Apple Valley Substation and proposed Desert View Substation.

May 21, 2015 –The CPUC voted to dismiss the Coolwater-Lugo CPCN Application without prejudice. The proceeding is closed.

• October 2011: We began conducting regular stakeholder briefings with local elected officials, property owners, non-governmental organizations, environmental organizations, Native American tribes, regulatory agencies, and local media.
• November 2011: We held public workshops to obtain community input on project area and potential project corridors were conducted in Daggett, Hesperia and Lucerne Valley.
• March 2012: We held public workshops to obtain community input on potential project routes and sites were conducted in Apple Valley, Daggett, Hesperia, and Lucerne Valley.
• June 2013: We held public open houses in Apple Valley, Daggett, Hesperia, and Lucerne Valley to provide interested members of the public with updates and additional information on the proposed Project.
• August 28, 2013: We submitted an application to the California Public Utilities Commission (CPUC) requesting approval for the Project.
• April 25, 2014: We submitted an amended application to the CPUC.
• May 21, 2015: The CPUC voted to dismiss the Coolwater-Lugo CPCN Application without prejudice. The proceeding is closed.
