Introducing Clean Energy Solutions for New-Construction Housing
At Southern California Edison (SCE), we’re committed to delivering clean energy solutions. Our New Home Energy Storage Pilot (NHESP) provides financial incentives for the installation of energy storage systems on new single-family or multi-family residential housing developments subject to 2019 or 2022 Title 24 Building and Energy Efficiency Standards.
NHESP is available to general market areas, with enhanced incentives for affordable housing customers. End-user customers can take advantage of lower energy costs by storing excess energy generated during the day to power their homes at night, when the price of electricity is higher. Customers also have the option of using an energy storage system to run essential appliances and medical equipment in the event of a power outage.
New Home Energy Storage Pilot Incentive Levels
Incentives are paid directly to building developers who pre-install energy storage paired with solar Photovoltaic (PV) systems in new dwellings prior to occupancy.

Affordable Housing Eligibility Requirements
- Demonstrate non-profit builder status, a permanent covenant on the property title, or other documentation required to qualify for credits per the California Tax Credit Allocation Committee.
- Meet the single-family and multi-family criteria intended for residents who, except for final occupancy, would otherwise qualify for the Equity Budget, as set forth in the Self-Generation Incentive Program (SGIP) Handbook Section 4.1.1.1., Host Customer Eligibility for the Equity Budget.
New Home Energy Storage Pilot Eligibility Criteria
- Meet the 2019 Title 24 PV requirements found in Chapter 7, Sections 7.1 and 7.2 of the 2019 Residential Compliance Manual.
- Submit applications as batch reservations of energy storage incentives for a maximum of 1,000 units per housing developer and install the same energy storage system make and model. This cap is only applicable for General Market projects.
- Dwellings must be in SCE’s service territory, and
- Must be occupied by a single SCE end-user customer with an individual meter, and
- Have a dedicated solar PV system paired with an energy storage battery system to be installed during the construction of the dwelling.
- Comply with SGIP criteria, including:
- Service contract and warranty requirements
- Technical and operational requirements
- Small residential storage budget equipment
- Systems must be permanently interconnected to SCE’s electrical distribution grid to receive 100% of the reserved incentive funds.
- Participating end-user customers are required to take service on an SGIP-approved Time of Use (TOU) differentiated rate schedule (TOU-D-Prime or TOU-D-5-8).
Application Process
NHESP will be open to new applications starting May 22, 2023, through November 19, 2024. Applications will be reviewed on a first-come, first-served basis until the available funds are reserved. Applicants will receive a reservation confirmation notice and progress updates.
Reservation Status
SCE will maintain a waitlist of valid applications to advance to a “Reserved” status, if previously-reserved funds become available as applications are cancelled or withdrawn from the reservation queue.

Application Process
- Developers may apply for incentives by sending a completed NHESP Reservation Request Form and NHESP Project Site List via email to NHESP@sce.com. NHESP Documents and Resources can be found at www.sce.com/nhesp.
- Applicants will receive an email confirmation of application receipt within three business days.
- Requests for funding increases are considered separate applications and are subject to funding availability.
- To maintain their reservation status, applicants must submit a three-month report including the status of:
- The development and expected occupancy date.
- PV and energy storage purchasing contracts.
- Expected dates of final dwelling construction inspections.
- Interconnection status.
